Troubleshooting Pico remote pairing

Hey everyone, I'm having a frustrating issue with pairing a new Pico remote to my RA2 Select system. I've got about 15 devices already working perfectly, but this new 5-button Pico just won't cooperate.
Here's what I've tried so far:
1. Put the main repeater into programming mode (LED blinking)
2. Press and hold the top and bottom buttons on the Pico for 3 seconds
3. The remote LED blinks but then nothing happens
I've repeated this process about 10 times now. The remote is brand new out of the box, and I've even tried replacing the battery just in case. My other Pico remotes paired without any issues when I first set up the system last year.
One thing I noticed - when I open the Lutron app during the pairing attempt, it doesn't show any new device trying to connect. It's like the system isn't even seeing the remote at all.
Is there something I'm missing here? Could the remote be defective? I'm also wondering if there's a limit to how many Pico remotes you can have on a single RA2 Select system. Any help would be greatly appreciated!

This is a classic symptom of the Pico being pre-associated with a different system. Sometimes remotes get paired during factory testing or at the distributor. Here's what you need to do:
1. Remove the battery from the Pico
2. Press and hold any button for 10 seconds (this drains residual power)
3. Wait 30 seconds
4. Reinsert the battery
5. Within 10 seconds of inserting the battery, press and hold the top and bottom buttons together for 6+ seconds
This performs a factory reset on the Pico. After that, immediately try the pairing process again with your repeater in programming mode. This has fixed the issue for me on multiple occasions with 'new' remotes that wouldn't pair.

Quick question - are you holding the buttons until you see the LED on the Pico flash rapidly? You need to hold them for about 6 seconds, not 3. The first flash at 3 seconds just confirms the button press, but the actual pairing mode kicks in around 6 seconds.

Also make sure you're within range of the main repeater when pairing. I had a similar issue and it turned out I was too far away. Try standing within 10 feet of the repeater during the pairing process.

To answer your other question - RA2 Select supports up to 100 devices total, including Picos. So with 15 devices you're nowhere near the limit. Glad you got it working!
